C.l. Philip Chen - Biography#
Dr. Chen worked at U.S. for 23 years as a research scientist at US research labs, as a tenured professor, as a department head and associate dean in two different universities. Since 2009/2010, he is the Chair Professor and the Dean of the Faculty of Science and Technology, University of Macau, China. During his deanship, the engineering and computer science programs have been ranked at world top 200 in the Times Higher Education world university ranking (from not been ranked). The computer science program is also ranked at world top 161 in the US News and World Report global university ranking.
Dr. Chen is a Fellow of the IEEE, Fellow of AAAS (American Association for the Advancement of Science), Fellow of IAPR (Int'l Association of Pattern Recognition), Fellow of Chinese Association of Automation, and Vice President of the Association. He was the President of IEEE Systems, Man, and Cybernetics Society (2012-2013). Currently, he is the Editor-in-Chief of IEEE Transactions on Systems, Man, and Cybernetics: Systems (2014--) and an associate editor of IEEE Trans. on Fuzzy Systems, IEEE Trans. on Cybernetics. He was the Chair of Technical Committee 9.1 in Economic and Business Systems of IFAC (International Federation of Automatic Control), 2015-2017.
In his professional service and recognition, he has been a distinguished lecturer for the IEEE SMC Society for six years, delivering many scientific speeches around the world. As results of his contributions, he received annually Outstanding Service Awards from the Society four times. In education service, he architects the success of the University of Macau Engineering and Computer Science programs accreditations from Washington Accord and Seoul Accord.
Dr. Chen has more than 420 archived publications in which more than 240 SCI journal papers and within which more than 120 IEEE Transactions papers. In addition, he has three US patents and has published one book.
He has 32 top 1% of Highly Cited papers in Web of Science (WoS) collections. In March 2018, he is listed in top 14 in the world having the most highly cited papers author in computer science area in WoS. He is well known in research areas in Systems and Cybernetics, Computational Intelligence, Hybrid Intelligence, and Data Science.
