Elsa Maria Fornero - Biography#


Elsa Fornero is Honorary Professor of Economics at the University of Turin (after having retired as Full Professor).
Founder and Scientific Coordinator at CeRP (Center for Research on Pensions and Welfare Policies); Vice-President of Share-Eric (Survey of Health, Ageing and Retirement in Europe) and of the Observatoire de l'Epargne Européenne; Research Fellow at Netspar, Policy Fellow at the IZA Institute for the Study of Labour, and a member of the Research Committee of the OECD International Network on Financial Education and of the Advisory Board of GFLEC (Global Financial Literacy Excellence Centre).

She has been a consultant on pension reforms for the World Bank.

In Nov 2011-April 2013 she served as Minister of Labour, Social Policies and Equal Opportunities in Italy’s (“technocratic”) government. In that capacity she conceived and drafted the Italian pension and labour market reforms.

Fornero is the author of many scientific publications on public and private pension systems, pension reforms, population ageing, household saving, retirement choices, life insurance, financial education (see list).

She has been principal investigator of various research project financed by the European Commission (and still is of one) and by the Italian Scientific Council and as acted as evaluator of European research projects. She has participated in various TMR-RTN research groups.

In the last decade she has been invited as a keynote speaker to many international conferences and has given seminars (see list).

Lately she has been particularly active in the field of basic financial education, as a fundament instrument to improve both the individuals’ choices in their life course and the functioning of our democracies.
